She was born in East Liverpool, Ohio on August 21, 1961, a daughter of the late George and Marie (Bailey) Webber.

Jessie worked for the Shining Reflections Tea Room as a dishwasher and was a 1979 graduate of East Liverpool High School.

Jessie is survived by three brothers, George Webber and Paul Webber, both of East Liverpool, OH and Danny Webber of Wellsville, OH; two sisters, Stella Briggs and Donna Jones, both of East Liverpool, OH;

Besides her parents, she was preceded in death by two brothers, Kenny Webber and David Webber.
