English Historian, statesman. He attended St Paul's School and Emmanuel College, Cambridge, before entering Gray's Inn in 1623. He became the second baronet of Roydon Hall, Kent, on the death of his father in 1629 and spent the next few years improving the estate and studying antiquities and constitutional law. In 1626 he became Member of Parliament for Winchelsea and led the Kent gentry in their refusal to pay Ship Money in protest at Charles I's refusal to call a parliament. He represented Kent in the Short Parliament of 1640 and was a supporter of parliaments' attempts to restrict the king's prerogative. However, he sided with the king in the English Civil War because of parliament's attacks on the church. In 1642 he published the subversive "Instructions" for which he was imprisoned, but he was aloud to return to Kent after the king's execution. He was soon arrested again for producing "The Instruction to Mr. Augustine Skinner". When released once more he was warned to remain in London, but he attempted to escape in disguise and was apprehended and confined in the Tower of London. Following the restoration of Charles II he was able to practice again as a magistrate and was made Deputy Lieutenant of Kent. It was during this later period of his life that he published the three important historical works for which he is best remembered, "The Commoners Liberty", 1648, "Historiae Anglicanae Scriptores Decem", 1652 and "An Historical Vindication of the Church of England", 1657.
