Prompt Firing Of The Boston And Concord On Spanish Forts Prevented
The Sinking Of The Transport. Mr. Werdebaugh Ramsay, a petty officer
in the United States Navy, has written to his mother, Mrs. Annie E. Ramsay,
938 West Franklin street, a description of the battle of Manila bay, in which
he participated. Mr. Ramsay entered the navy as an apprentice about ten
years ago, and was quartermaster on the old wooden side-wheel steamer
Monocacy, which was abandoned at Shanghai when the war broke out.
His letter was dated "United States transport Zafiro, Cavite, Manila Bay,
May 3, 1898." In It he describes the entrance of the fleet to Manila bay,
and says: "We came In the southern pass, which was supposed to have a
number of torpedoes mined, but we took them by surprise and passed over
them in safety. The Spaniards were so mad about it that they started to fire
their big guns and discharge floating torpedoes at us. The captains of the
Boston and Concord returned the fire, and the 250-pound 8-inch shell of the
Boston killed forty-one of the enemy, which stopped their firing.
"The firing started half an hour after midnight, and all the fleet thought we
were gone, as we were the last ship in line. But our lights were out and they
could not tell the right distance. But we had a close call and we are very
thankful to the Boston for stopping their fire. We would certainly have been
hit sooner or later.- "The men stood by their guns all night waiting for daylight
Sunday morning. Sunday came at last and the forts started their firing,
which did very little damage. The Boston and Concord returned the fire.
A little after 5 o'clock the forts at Cavite commenced firing, as did all the forts
along the coast. Then came the men-of-war, of which there were about eight.
They were driven back to the protection of the forts faster than they came out:
that Is, those which were not sunk. Tho lighting was thick and fast, and you
can bet the American tars were not at all slow. The fighting lasted two hours
and forty minutes, and all the Spanish ships were either sunk or driven ashore
and on fire. "At 1 o'clock on the same date the Baltimore undertook to cross
the torpedo mines at Cavite entrance, and the Spaniards became so excited
that they let the Baltimore get over before they fired the mines. Then the fleet
kept up such a fire that the forts surrendered. "At 1:45 the town of Manila
hoisted a white flag of truce on the Governor-General's house.
The Governor-General said he would surrender, but the army would not,
so if they keep It up much longer we will bombard the town. There will be
thousands of innocent people killed. "On May 2 we did very little tiring,
and that was at Cavite. We took the captured steamers in tow and went over
with the fleet to Cavite, where we started to destroy the guns by blowing them
up with guncotton. "In the evening, about 6 o'clock, we received orders to
grapple for the telegraph cable, which we cut about 7:45 the same evening."
In a postscript to the letter Mr. Ramsay writes:
"Do not answer, for I do not know where we will be. If anything happens to me
a friend will write and tell you all about It." - Mr. Ramsay enclosed In the letter
a translation of the proclamation by the Governor-General of the Philippine
Islands, which was published in the Manila papers on April 23. The translation
sent by Mr. Ramsay was printed on board the United States flagship Olympia
on May 7, and is a good piece of typographical work. The proclamation was
published in The Sun on April 28.
