I requested a death certificate from the state but got a certification that the record wasn't found. They advised me to contact the county.

"A fetal death certificate may be created for a child who is stillborn if they are over 20 weeks' gestation. A thorough search was done for your brother and not record of death, fetal death or stillborn was located. This could be because a record was never created at the time of brother's birth and death.

You can check with the local county office in the county where your brother was born. The State will only file these kinds of records if after that gestation period but the county office may have a record on file.
